At most companies, the slowest part of keeping DS 44 current isn't building the IPER Matrix or drafting the RIOHS — it's getting every worker to receive, read, and sign the IRL for their position. With 30 people, that's manageable by email. With 200 or 2,000, it turns into a full-time job for the prevention department: sending the document, following up with anyone who didn't respond, chasing people over WhatsApp, and ending up with evidence scattered across emails, hand-signed PDFs, and tracking spreadsheets.
Article 15 of DS 44 doesn't just require the IRL to exist. It requires that every worker received it before starting work, with evidence of that delivery. That evidence is exactly what gets lost when the process depends on someone in the prevention department manually chasing each worker down.
Taking the load off a single point in the system
A portal where each worker logs in with their own account — created by the company, not through self-registration — and sees only their own documents flips that load around. Instead of the prevention department pushing the document out to each person, every worker can check at any time what they still have pending: their IRL, the current RIOHS, the SST Policy, and the record of PPE they've been issued.
This isn't just convenience. When a worker can see, the moment they log in, which document is pending signature — with a visible alert if something's overdue — completing the process stops depending entirely on someone in the prevention department remembering to chase them.
Signature as evidence, not as a formality
Signing a document in a portal shouldn't mean clicking a button without having read it. An IRL that can be signed without reviewing its content doesn't produce any real evidence that the worker knows the risks of their job — it only produces a record that someone tapped a button.
A signature flow that requires scrolling through the entire document before enabling the signature, and that logs the exact moment of confirmation along with an explicit declaration that the worker read and understood the content, produces a different kind of evidence: not just that the document was delivered, but that there was a real interaction with it before signing.
Beyond the signature: making sure the worker actually understood
Signing a document proves delivery. It doesn't prove comprehension. That's why the same space where a worker reviews their documents is also the right place for their training modules and knowledge assessments — not as an extra formality, but as evidence that the information actually landed and was understood, not just signed.
This matters especially in the context of an accident investigation. If a worker gets injured doing a task they'd already received their IRL for, the question that follows isn't just "did they sign the document?" but "did they actually know what they were exposed to?" A record showing they also completed an assessment on those specific risks is a much stronger answer than a signature with nothing else behind it.
The result: distributed compliance, not concentrated compliance
The real change here isn't technological, it's a change in how the process is designed: instead of all compliance depending on one person in the prevention department pushing documents and chasing signatures, each worker becomes responsible for completing their own part, with the system showing at all times who's current and who isn't.
That doesn't eliminate the prevention department's work — they still build the IPER Matrix, draft the RIOHS, and define the training content. But it does eliminate the most repetitive, least strategic part of the job: reminding every single person, one by one, that they have a document pending.
